During his address at the Labour conference on Tuesday, the leader revealed plans to establish the groundwork for a National Care Service following the upcoming election, funded partly by adjusting the earnings component of the triple lock. Furthermore, he fast-tracked an independent evaluation led by Louise Casey, shifting its expected release from 2028 to next year to guide the framework of the proposed system. Earlier this year, Lady Casey issued a damning assessment of England’s social care landscape, stating it was merely maintained by “sticking plasters and glue”. She cautioned that the nation faces a “moment of reckoning” regarding its inability to address expanding needs.
