Freedom Holding is developing a $2bn sovereign AI hub in Kazakhstan

During his initial trip to Kazakhstan on 23 October 2026, Nvidia chief executive Jensen Huang convened with Freedom Holding Corp. leader Timur Turlov in the capital city of Astana. The chief executive of the Nasdaq-traded enterprise showcased his organization’s technological roadmap and artificial intelligence initiatives during the summit. Turlov emphasized that the nation has cultivated a skilled workforce capable of pioneering financial and digital commerce software, which he believes provides a competitive edge when paired with local infrastructure. International peers are pursuing comparable strategies; for instance, Nvidia and Palantir rolled out a national AI package in September, while Malaysian officials evaluated Huawei microprocessors according to Bloomberg, and European researchers highlighted data center limitations.

The enterprise is spearheading a $2bn facility following an agreement finalized in November 2025 alongside Kazakhstan’s Ministry of Artificial Intelligence and Digital Development. Operating as the primary financial backer and manager, the conglomerate anticipates a power allocation of 100MW for the installation. Designed to accommodate enterprise and governmental computational tasks, the infrastructure will handle large-scale data analysis alongside AI training routines. According to Turlov, market interest already exceeds the initial rollout volume twofold, prompting key prospective customers to offer five-year rental commitments. Official communications have not yet disclosed which semiconductor vendor will furnish microchips for the undertaking.

Rollout plans indicate that a public GPU cloud environment will become accessible to commercial entities and software creators in 2027. Simultaneously, the initial phase of a dedicated Freedom AI Super Cluster targeting academic, institutional, and commercial sectors is scheduled for deployment during the first quarter of 2027. Construction remains underway on a modern data facility adjacent to Almaty to bolster Freedom Cloud, which currently supports over 3,400 corporate and civic consumers. Beyond digital cloud operations, the parent organization maintains an expansive ecosystem encompassing banking services, security brokerage, coverage policies, telecommunications, event ticketing, trip planning, online retailing, and meal delivery.
