UK Hospitality chief executive Allen Simpson warned on the Today programme that granting municipal authorities boundless taxation powers could eliminate approximately 33,000 positions while adding \u00a3100 to \u00a3120 to average domestic family vacation expenses. Although regional leadership would not be obligated to enforce the surcharge, trade representatives argue that financially strained councils will inevitably exploit the mechanism. Simpson cautioned: &#8220;For anyone who takes a holiday in the UK, it\u2019s going to be an average of about \u00a3100, \u00a3120, on the cost of a family holiday, which is more than double the benefit from the energy VAT cut that we saw earlier in the year. So it is not going to be painless.&#8221;<\/p>\n<p>The recent policy revelations published by the Daily Telegraph indicate that central government intends to grant local leaders far broader taxation authority than commercial operators had anticipated. Bosses said they had been led to believe that the levy would be capped, as is the case in Wales. However, England will now follow the Scottish model, where there is technically no upper limit on what can be charged.&#8221; Explaining why struggling local administrations are likely to adopt high rates, Simpson observed: &#8220;We know that local government is struggling for funds. It was hit very hard by austerity. And if you only devolve one tax-raising power, of course local mayors are going to pull that lever till it snaps. If it\u2019s a 5% tax, which is entirely possible, that\u2019s what it is in Edinburgh \u2013 but that\u2019s lower than it is in, say, Aberdeen \u2013 the economic analysis is that it\u2019s 33,000 jobs which will go.&#8221;<\/p>\n<p>The legislative initiative stems from persistent campaigning by Greater Manchester Mayor Andy Burnham alongside Liverpool City Region Mayor Steve Rotheram, who urged central government to empower regional leaders with tourism revenue mechanisms. In response to their advocacy, Keir Starmer incorporated provisions for an overnight stay levy into the King\u2019s Speech in May of this year. While devolved administrations in Wales and Scotland previously established individual frameworks for visitor surcharges, the upcoming English guidelines introduce unprecedented discretion for regional leaders.
